How wet should the sand be?

How wet should the sand be? In some places they say that the sand should be moist, and then some others say that you souldn't wet it at all because it'll cause bacteria growth. What is the truth? How wet should the sand be?

My strawberries keep my sand very moist, no matter what I do. I think it should be moist to a degree, using salt water will cut down on bacteria and mold.

And if one is going to use moist sand, it needs to be changed regularly.

I thought it was only supposed to be sand castle consitancy when its in an ISO. That's what I was told when I thought it was supposed to be as an all-around thing.
